Terms of Service

FlagRisk Technologies Limited, RC 9690636. 325 Enugu Road, FCDA Quarters, Bwari, Abuja, Nigeria.
Effective from 10 October 2026.

The short version

FlagRisk helps you and the people you trust stay within reach of each other, and helps you know the safety concerns around you. It is a safety tool, not an emergency service, and it does not replace the police, an ambulance, or any other emergency service.

These terms set out what you can expect from us, and what we expect from you. By using FlagRisk, you agree to them.

1.Who we are, and these terms

1.1

FlagRisk is provided by FlagRisk Technologies Limited, RC 9690636, of 325 Enugu Road, FCDA Quarters, Bwari, Abuja, Nigeria. In these terms we are "FlagRisk", "we", "us", and "our". "You" is the person who uses the Service.

1.2

These terms are the agreement between you and us for your use of the Service. By creating an account, or by using FlagRisk on the app, on WhatsApp, by SMS, or by USSD, you accept these terms.

1.3

Our Privacy Policy forms part of these terms and explains how we handle your personal data. Where you delete your account, our Delete your account and data page explains what we remove and what we keep.

2.The Service

2.1

FlagRisk is a community safety service. Through one account you can raise a panic alert that reaches the people in your trusted circle with your location, run a timed watch over a journey, report a safety concern, see a map of safety concerns and a risk score for an area, and follow the places that matter to you so that we tell you when a concern is reported near one of them.

2.2

FlagRisk works across four channels that share one account and one record: the app, WhatsApp, SMS, and USSD. A feature available on one channel is not always available on another, because each channel has different limits.

2.3

We provide the Service with reasonable care and skill. We improve it over time, and the features described on our website and in the app may change as we develop the Service.

3.Who may use the Service

3.1

The Service is for people aged 18 and over. By using FlagRisk you confirm that you are 18 or over.

3.2

You may use the Service only where the law allows you to use it, and only for your own safety and the safety of the people you choose to connect with.

4.Your account

4.1

You hold one FlagRisk account, identified by your mobile number. The same account serves the app and WhatsApp.

4.2

You give us accurate account details and keep them up to date. You keep your device locked and your account credentials private, and you tell us at hello@flagrisk.org if you think someone else has access to your account.

4.3

You are responsible for activity on your account. We verify your mobile number so that nobody else can act as you.

5.Your trusted circle

5.1

You choose the people in your trusted circle, and you can remove them at any time. When you raise a panic alert, and during a declared journey where that feature is active, the people in your trusted circle see your location.

5.2

You add a person to your trusted circle only where you are entitled to share their contact details with us for that purpose, and you tell that person that you have added them.

5.3

A person who receives FlagRisk alerts on WhatsApp has consented to receive them, and may stop them at any time by sending STOP ALERTS to the FlagRisk account on WhatsApp.

6.Reports and content you submit

6.1

When you report a safety concern, you give an accurate account of what you saw. A report you submit appears on the map without your name.

6.2

You keep ownership of the content you submit, including any photograph or video you attach. You grant us the right to host that content and to show it to other users as part of the Service, and to retain it as part of the incident record as described in our Privacy Policy.

6.3

A photograph attached to a report is checked by an automated service for relevance before it is shown to other people. We moderate reports and attached media, and we may remove content, or decline to show it, where it breaks these terms or where it is not relevant to a safety concern.

6.4

You do not submit a report you know to be false, content you have no right to share, or content that is unlawful, that identifies a victim, or that is intended to harass, defame, or endanger another person.

7.How you may use the Service

When you use FlagRisk, you agree that you do not:

  • use the Service to locate, track, follow, or identify another person without a lawful basis, or in a way that person has not agreed to;
  • raise a false panic alert, or submit a report you know to be untrue;
  • use the Service to harass, threaten, defame, or endanger any person;
  • attempt to gain access to an account, area, or data that is not yours;
  • interfere with, overload, or attempt to disrupt the Service or the systems behind it;
  • copy, scrape, or extract data from the Service other than your own data; or
  • use the Service to break any law, or for any purpose other than the safety purpose it is built for.
7.1

Our staff are prohibited from looking up any person for personal reasons or on behalf of a third party. We hold the people who use FlagRisk to the same standard.

8.FlagRisk is not an emergency service

FlagRisk is a safety tool. It is not an emergency service, and it does not replace the police, an ambulance, the fire service, or any other emergency service. In an emergency, contact the emergency services directly.

8.1

An alert, a message, or a notification reaches another person only where networks, devices, and third party services are working. Delivery depends on things outside our control, such as mobile network coverage, the state of a person's device, and the operation of WhatsApp and of push notification services. We do not guarantee that an alert is delivered, is seen, is seen in time, or leads to help.

8.2

A map of safety concerns, a risk score, and a report describe what has been reported. They are drawn from reports and from published news, and they can be incomplete or out of date. You use your own judgement about your safety, and you do not rely on FlagRisk as the only source of a safety decision.

8.3

The people in your trusted circle choose how they respond to an alert. We are not responsible for what they do or do not do.

9.Alerts, messages, and WhatsApp

9.1

We send you alerts and notices so that the Service can do its job. You can control which alerts you receive, and on which channel, as described in the app and in our Privacy Policy.

9.2

WhatsApp is operated by Meta Platforms, which provides WhatsApp to you under its own terms and its own privacy policy. We do not control WhatsApp. A message between you and FlagRisk on WhatsApp passes through the WhatsApp Business Platform, and clause 6.2 of our Privacy Policy explains what Meta receives.

9.3

You send STOP ALERTS to the FlagRisk account on WhatsApp to stop alerts there, and START ALERTS to turn them on again. We send you a message on WhatsApp only after you have written to the FlagRisk account on WhatsApp, and we send no advertising through WhatsApp.

9.4

Your mobile network operator may charge you for data, SMS, or USSD use. Those charges are between you and your operator.

10.Plans and payment

10.1

FlagRisk offers a free plan and paid plans. The plan you choose sets the features available to you, including the period for which your location history is retained, being 7, 30, 90, or 180 days. The current plans and prices are shown on our Plans page.

10.2

We take payment for a paid plan through our payment provider. We do not receive or store your card details. We keep a plan, a billing history, and a payment reference, and we retain billing records for six years to meet tax and accounting obligations.

10.3

A paid plan continues, and renews, for the period you select, until you cancel it. You cancel a paid plan in the app. When a paid plan ends, your account continues on the free plan, and the features and the retention period of the free plan then apply.

10.4

Where we change the price of a plan, we tell you before the change takes effect, and the new price applies to your next renewal.

11.Aggregate information

11.1

We combine reports and incident data to produce aggregate information on safety concerns, such as the level of reported safety concerns in an area by street, hour, and season. We may license, publish, or sell that aggregate information to organisations.

11.2

Aggregate information contains no personal data. It is stripped of names, mobile numbers, account identifiers, and device identifiers, and generalised so that an individual cannot reasonably be singled out. We do not sell personal data, and no plan or price tier changes that.

12.Our intellectual property

12.1

FlagRisk, the FlagRisk name, the FlagRisk logo, the software, and the design of the Service belong to us or to our licensors. We grant you a personal, non-exclusive, non-transferable right to use the Service for its safety purpose while these terms apply. We grant you no other right.

12.2

You do not copy, modify, reverse engineer, or create a competing product from any part of the Service, except where the law allows it.

13.Suspension and ending your account

13.1

You can delete your account at any time, in the app or by writing to us, as set out on our Delete your account and data page.

13.2

We may suspend or end your access to the Service where you break these terms, where we are required to by law, or where your use puts another person or the Service at risk. Where we can, we tell you first, and where the matter can be put right, we give you the chance to put it right.

13.3

When your account ends, the terms that by their nature continue, including clauses 8, 11, 12, and 15, continue to apply.

14.Changes to the Service and to these terms

14.1

We may change the Service, and we may update these terms. We publish the revised terms with a new effective date and, where a change materially affects you, we tell you before the change takes effect.

14.2

Where you continue to use the Service after a change takes effect, you accept the revised terms. Where you do not accept a change, you may delete your account.

15.Our responsibility to you

15.1

We provide the Service with reasonable care and skill. Nothing in these terms limits our liability where the law does not allow us to limit it, including liability for death or personal injury caused by our negligence, or for fraud.

15.2

Subject to clause 15.1, and given that FlagRisk is not an emergency service as set out in clause 8, we are not responsible for loss that we could not reasonably foresee, for the acts or omissions of the people in your trusted circle or of other users, or for a failure to deliver an alert or a message that is caused by a network, a device, or a third party service outside our control.

15.3

Subject to clause 15.1, our total liability to you in connection with the Service in any twelve month period does not exceed the greater of the amount you paid us for the Service in that period and ten thousand naira.

16.Governing law

16.1

These terms, and any matter arising out of them or out of your use of the Service, are governed by the laws of the Federal Republic of Nigeria.

16.2

The courts of Nigeria have jurisdiction over any dispute. Before going to court, we both try in good faith to resolve the matter, and you are welcome to raise it with us first at hello@flagrisk.org.
